It has been another busy quarter for CASI as we continue to grow and develop. Read about all we have been up to, and, as always, let us know what we can do to help you in your mission.
Personnel:
Lots of changes afoot at CASI.
Dr. Kevin Pollpeter is our new Director of Research. Dr. Pollpeter comes to us with decades of experience, in fact most of you probably already know him, or his name, he has done several reports for CASI over the years. Kevin joins us from CNA, and before that UCSD, RAND, and lots of China experiences before that. Best of all, Kevin is a fellow Marine, so now at least someone in the office speaks my language.
Dr. Steve Smith is our inaugural Director of Warfighter Engagement. Dr. Smith (formerly known as Col Smith), comes to us from his last assignment as U.S. Air Attache to the People’s Republic of China, Beijing. Dr. Smith also has had a long career studying China, not the least of which was as an Olmsted Scholar at this place called Fudan University in Shanghai. Dr. Smith will be in charge of our outreach and warfighter support, so please feel free to fill up his inbox.
Our inaugural class of CASI Fellows, Maj Jason Rimmelin (who was just selected for promotion to Lt Col) and Maj Josh Campbell have successfully completed their fellowship and are on to their next adventure. Jason is moving closer to get a better look at the PLA from the beaches of Hawaii, while Josh opted for yet more reading (he is a glutton) and will be at SAIS for the Secretary of Defense’s “Strategic Thinkers” program. The 2nd class of CASI Fellows will show up this summer in time for the next update, so be sure to check back for their intros.
MSgt Salisbury did a great job for us for three full years, but has now PCSd to Hawaii to start his next assignment. Never fear, we still offer the same “publications for all our friends” deal, so check out the website for ordering. We have two inbound Senior Enlisted Leaders who will join CASI later this summer as well, one at Maxwell and one at McNair.
Ms. Qi Xiaoke joined us in April and jumped in with both feet. She is a Captain in the Army Reserve, and comes to us with a research and analysis background. She is already helping make our PLA Fundamentals Course better. And speaking of that…….
CASI’s Fundamentals of the PLA Course:
We continue to have great interest in, and turn out for, our Fundamentals of the PLA Course. This quarter we held a course at NDU, and we conducted Mobile Training Teams to NGA, Peterson Space Force Base, and Tinker Air Force Base.

If you are interested in hosting a mobile training team version of the three-day course, please let us know and we will find open space on the calendar to work with.
The course is free and open to all DoD and U.S. government employees, Allies, as well as civilian contractors working for the DoD. There is no requirement for a security clearance.
CASI Conference 2024:
The biennial CASI Conference was a great success, with panels on the Information Domain, PLA views on unmanned systems, China’s space surveillance capabilities, and we got to hear from our Allies from Australia, Japan, and the U.K. on how they were thinking about great power competition, the Indo-Pacific, and what the U.S. can do to improve interoperability.
You can look for the CASI Conference 2024 conference papers to come out over the next several weeks, so that even if you missed the conference in person, you can still learn about all of the interesting information we discussed.
