A civilian lawyer at the Air Force Legal Operations Agency here was named one of eight winners of the inaugural NextGov Awards in a Washington ceremony May 27.

Lynn Mokray, division chief of legal information services at AFLOA, accepted the award given to federal managers who overcome bureaucratic processes to innovate new ways to improve government operations and the lives of Americans.

Ms. Mokray's nomination package detailed her efforts to streamline operations across the Department of Defense. First, she consolidated Army, Air Force and Marine legal research needs into a single contract for computer-assisted legal research. She also spearheaded an effort to connect all offices in the Judge Advocate General's Corps with videoconferencing capability, which resulted in improved communication ability and a $1 million per year savings in travel costs.

According to NextGov, an online venture of National Journal Group Inc. and the Atlantic Media Co., a panel of seven judges reviewed nomination packages submitted by managers across all federal agencies. The winners were chosen based on risk levels and project innovation.

Ms. Mokray is available for media interviews at Maxwell Air Force Base by appointment only.
