What impact would the emergence and global diffusion of technologies with the potential dual-military ability to deliver strategic effects (e.g., biotechnology) have on the United States deterrence posture?  Is there any way to mitigate the risk of said emerging technology? Would the adoption of agreements to manage risks associated with such emerging technology have an impact on DoD and DAF strategic deterrence posture?
